Im wielding a necro weapon that increase:

10% recharge
10% casting time

and im also using a

20% recharge of DM
20% casting time of DM

do i have a 30% chance of increasing recharge and reducing casting time of DM skills?

You have a 10% chance and a 20% chance. basically, it'll role for the 10% chance and then win or loose, roll for the 20% chance. So approximately 28% of the time you'll get a single improvement on recharge or casting and 2% of the time you'll get a double improvement.

Anyhow, for DM you get 26% chance of regular fast cast/recharge, 2% chance of double fast cast/recharge, and 72% chance of no fast cast/recharge.
